Go out in the streets, or neighbourhood, ask if you can do portraits. It might take a bit more effort if you're an introverted person, but it helps you to find subjects and models. And you can always find interesting subjects on the streets.

It's funny, I TECHNICALLY don't live in the middle of nowhere, but my town is pretty freakin small and I feel like I've photographed the entire town like, a billion times by now.
I was trying to go out on the street and ask for some portraits, but being as introverted as I am, I broke out in a cold sweat and...ran away.
And then I had this idea for a self-portrait series where I dress up as different characters and photograph myself. And...then I realized that:
a.)I have no room in my house to do that
and
b.)It sounded really stupid
I'll figure things out.

As played as the idea probably is I'd love to go around my city and photograph some of the more interesting people.

I believe that PPIHC owns the rights to any image taken at their event, whether you're media or just a spectator, so I can't sell specific images, I guess I could take a flat rate for the whole event. I told him I'd probably do it for no pay because I just need to get my foot in the door somewhere and a media pass is cheaper than a spectator ticket so I'd actually save money. I don't think anyone would pay a 20 year old kid with a camera and no website or any "professional" work portfolio.

Do inquire about pay, just because you consider yourself novice doesn't mean your time and effort should be given away. Unless you legally can't get paid for these images

A flat rate is fine, even if it's very little money it's worth it for the portfolio-building aspect. But working for a little less than you deserve is ALWAYS a better option than working for free because the client understands that you're providing a service with some sort of value.
Also, see if you can't find a way to cozy up to them in the mean time. They'll be much more eager to provide you what you want if you can show them you're a friendly dude who's genuinely interested. I know so many artists who get jobs without even putting a portfolio together just because they're in the right network of people.

Ask people who do motoring photography how much they charge per hour, then lower it down to a price you feel its reasonable they will accept.
Never sell yourself short, many instances people sell themselves short when it comes to doing photography as a job. Your pictures could be used in major motoring magazines and you might just regret.

It was -20 on the face, the focus went for the bikini due to the contrast.
