Kinda tempting to start one, i'll need to come up with good original idea first.
Here is a brain storm: You will have to forgive me though, since I have never been in a competition I am not sure whats typical or whats been done. These sound like they might be fun to do though. Build the best Combine base (probably done a lot). Build the most functional factory. Make the coolest train map. Build the most beautiful and accurate real life place. Remake game worlds from other games. Disney land .... but the rides kill you ... I don't know, maybe these will help spark an idea ...

I have been hard at work on my level, still going back and tweaking things, on top of a lot of construction. I finished my tower's substation. This looks fantastic! I am actually starting to get the hang of how a level is supposed to look, which is why its been half a month I am still on my first tower lol. Anyways, its great when people show their work, it gives me a lot of ideas.
The interior preview is ready: gm_facility_5.bsp Keep in mind the exterior of the building has not been touched really, and none of the spaces outside is even remotely touched, so don't even worry about the rest of the level for now.
