1.) No. Just because they're smaller, doesn't mean they're better. Jivemasta is right, PNG are the way you need to go. Unless the webpage is going to be made of insane graphics and very very graphic heavy. In those cases just use JPEG, but only if you don't lose quality and still have a smaller file size. Its complicated and changes from file to file.
2.) No. Depending on the audience everyone may not have javascript enabled. In which case they'll be left with no navigation. You either need a fallback option to display html links, or just use a maka pure html/css dropdown list in the first place :p.
3.) Just use Arial/Helvetica/Geneva/Verdana. You [b]have[/b] to use a font everyone has already or is "web-safe" otherwise the browser will default back to its default font and make your website look retarded lol.
4.) Color attracts the eye, use it to grab attention and add detail. Rapidweaver is a good example of this:

PNG is much smaller than GIF in 256 color mode. The actual difference depends a lot on the program that generates the PNG, but in nearly every implementation, the PNG is smaller.

If you're looking for a retro feel, Dlaor's site looks pretty cool. Big aliased fonts actually fit in with that style.

No, standards compliance is a gimmick.
Valid SGML/XML code is much more important.

Actually its a tool used to help validate you're coding and make sure it works across the board. xhtml is pointless to use now though, except in some rare cases, you're much better off using html4 strict :p.

Lol, it really depends on who you're working for. If your making a website for a huge corporation or working on a big project, its better to pay attention to IE (despite how much you hate it). :p
