It pretty much ends up being "implement a 7-specific feature in a app and win $17,777" if it works like that.

There are a lot of contests that exclude certain provinces/countries, VALVe does the same thing, so does Blizzard. Nothing special.
So what are those "features" you speak of?

Short of the superbar I have no fucking clue. If they would have done this with Vista (WPF, WCF, WF, CardSpace, etc) it probably would have been better.
Ideas that aren't gimmicks and need to be done anyways: As long as plugins count...
Firefox 3 plugin to make each tab show up in the taskbar like IE does. And also have it do a progress bar for downloads. And have the security emblem added to the icon if on a secure site.
Pidgin plugin for emblems on buddy task for away and such, tabs show in taskbar like IE(I dunno about this since you'd have to fuck around with gtk too probably so you can paint all tabs all the time), and windows 7 style instead of windows 7 decoration with gtk+ controls. So basically, rewrite pidgin for windows native.

You never know, someone who programs for a hobby might win the $17,777. That is a lot of money some people will never make from programming.

I guess they mean the 'Libraries' as in 'Pictures' or 'Music' not some kind of API.

They're XML files with the extension .library-ms
