If you forgot to add a DOCTYPE to the top of your HTML file, Internet Explorer assumes (for compatibility reasons) you're writing out of date HTML and therefore renders the page using the IE7/8 engine and renders a border around the page ([url=http://blogs.msdn.com/b/ie/archive/2010/08/23/making-sites-look-their-best-in-standards-mode.aspx]IEBlog post on the situation[/url])
Fixing 99% of all IE9 issues is as easy as putting <!DOCTYPE html> at the top. Which you should be doing anyway.

It's suprisingly not that bad, as long as you keep everything layed out verticaly.
However, once you start creating forms it's hard to get them good looking on a phone and desktop at the same time.
This is a mock-up for a project me and hzy are working on.
I've received arguments in regarding the fact that the sidebar is on the right clashing with the normal reading direction (rtl) assumed in many other designs which feature sidebars.
Personally, to me the layout doesn't appear confusing at all. There's a clear visual separation between the content area and the sidebar (which basically hosts navigation and tools in one place), and I think an user would get accustomed to such a layout without any problems after the first experience. A tutorial could also help soften the impact it might have on new users.

I think Logout shouldn't be in the middle of the menu, as there should be something more important. I would put it under Reset.

My Bad, DOCTYPE's aren't case sensitive. It's just that dropbox.com is listed on the Compatibility View list, either because they still serve up old IE7 code when someone on IE9 goes to their site or just because there are so many incorrect HTML pages hosted on dropbox.
