Looks fine to me, just depends on how it behaves on larger/smaller resolutions.

On larger screens the logo get's pushed to the left and the navigation get's pushed to the right. On smaller screens the logo is on top and the navigation is below it.

If that's truly your first attempt, not too bad, I gotta say. I'd look for a way to spruce up those content areas, like Honor Ranking, Status, and the Login area, but you've got a pretty okay theme goin' on here.
This is "stitched" as it currently sits.. The boxes(borders) are content placeholders, and I need to sort out the gap between the bottom content holder and the footer- I'll probably increase the size of it, or make the page smaller. I'm going to incorporate thumbnails into the slider.

How do I set a background colour to text?
Whatever I try I can only set the background of the element for example if I have [code]<p>Lovely text here that spans on to two lines</p>[/code] and set the background color then it just colours the whole box - so if the last word goes onto a new line the whole of the second line is coloured in.
Got it - I have to wrap the text in a span and then style that.

What happens if I use CodeIgniter and have a page that shows content based on multiple variables sent through the URI?
As an example, a normal URI would look like this

Looks good, the random effects on image transition are [i]ok[/i] but only if you knock the speed of the slider down a bit. The images switch too often
Quick tip:
Large headings often have jaggedy edges (applies more to windows than osx). If you add a text shadow like this "text-shadow: 1px 1px 1px rgba(0,0,0,0.01);" so that it isn't visible it forces the browser to anti-alias it more and it looks nicer (slightly).

You notice it on the curves (the o's c's).
Obviously it doesn't work in old browsers but if they are using an old browser they clearly wouldn't be the sort of person to notice jaggedy edges.

Every one of those backgrounds is an eye sore, the navigation bar looks out of a place a bit because it's not defined very well. It would probably look better in the top right with the logo. Also, are you really that desperate for rounded corners in every browser, is it worth an extra 4 images?
