I used to recommend [url=http://tinyshared.com]Tinyshared[/url], but I don't anymore because of that huge outage (4-5 days) that happened a while ago. Maybe if they get their shit together I'll start recommending them again, but I had so many downtime complaints even after they restored their servers. For cheap hosting, I'd recommend Brohoster, but you should know, their SQL databases are very slow.
