You could attempt to create a social network site but I am sorry to say this Facebook has taken over the internet and its not just facebook your social network site would have to fight against you have Twitter, Tumbler, MySpace, Google+, Yahoo and plenty more, you could try to make a Social Network that you host from a computer in a local area network that you and your friends will muck around with but you have no certainty that your web will excel as fast as Facebook, and it is not really worth the expenses even if they are like $10 a month, learn more about the front end of development or whatever you want to call it, just learn about web design in general instead of tackling something as big as a social network service....
What area's do you think facebook needs to improve on and what of those things are actually possible? Honestly I think Facebook is as good as it has ever been but people misuse it for it intentions ;) anyone good luck with future endeavours but there is not certainty you will succeed :)

Here's a random idea I had you can steal if you can expand upon it:
It's a bluetooth (or similar) device where you list all your interests (or just link your facebook account?) and it connects to all the people around you and shares your interests, and points out people you have things in common with, so you can start up a conversation easy.
It's not exactly what the OP was talking about, but it's sort of similar :P

Why bluetooth? Just make a mobile website which compares your geolocation with other people who have the app turned on. Way better then bluetooth because people can set a range themselves and is not limited to bluetooths max range.
Would be kinda funny to chat with people around you and possibly meet. Lets say you are waling in a city alone and your phone vibrates and a message pops up "Bob is 200 meters away from you, how about saying hi?"
