That's one of the main reasons why they are so bad.

Ideally, presentation and structure should be kept separate when building websites. HTML is a markup language where the semantic structure of a site should be, and the CSS controls all presentational aspects of a page.
That way, the site degrades gracefully on screen readers and other devices. Tables aren't good for accessibility; nor is having a bunch of purely decorative images embedded in the markup.
