Basically the gamma correction seems to be fucked by default. Again, looks a bit thin and light, but it's super sharp.
Apparently it used to have registry entries for how colour smeared you can stand it to be and how thick to render the letters. That would have been nice to have, but it seems those settings are gone.
It also always helps to use the ClearType fonts for ClearType of course. They just look better.

Windows 7 most definitely has that.
Okay what I did was, turned it on and went to sleep. When I got up in the morning I completely forgot and didn't even notice a difference until some of the text was discolored.

What font are you using to code?
Consolas + Cleartype looks great imho

As Darkimmortal said, you do [b]need[/b] to use Cleartype fonts if you're gonna use Cleartype. Consolas is one of the key reasons I have it turned on.
Note: Consolas looks like shit when it's turned off.

Too smooth for programming. I like nice, sharp fonts.
Consolas is sharp. In fact, being a ClearType font it's one of the sharpest fonts you can render in ClearType.
I personally don't like the way it plays around with the term monospaced, there's little monospaced about it, and the widely varying character sizes and positions just plays hell with readability.

Consolas is a [i]fantastic[/i] font for reading, but when I'm using it to develop I feel like my productivity level drops by about half.

That's the oblivion color scheme from gedit/monodevelop
For other editors you need to download it, or set it up yourself.

Then your problem is with the font not the subpixel smoothing.

If not, can you tell me how to set the background color of everything and not just the individual elements?

It's just called Monospace. So dunno.
I'm surprised no one has said this yet but I use C# 2008 Express because of the XNA support. Last time I looked you had to mess around a bit to get it to work with 2010 and the content pipeline would not work at all. They might have fixed that now though
