Your Design-Doc is alright, but you need to include much more technical aspects. Such as how movement/navigation should work, how combat will work, what the maps will look like and what interaction is required between the player and the universe.
It seems this could become quite a cool little team project, I definitely want to be a part of this.

I'd be interested in aiding in some way with this. Mostly because of your avatar and amazing ships, but it seems like a cool idea. I'm not like the god of all things C++ but I'm pretty good at it. If the need ever arises, I could make a website for the game too. Also, idea for the game (that I'd find awesome) would be an add-on system with Python. Python = elite.

I'm quite skilled with C++ and I'd be happy to care about portable (or at least multi-platform) code and compile Linux binaries, apart from 'normal' code contribution.

I could potentially help with a Mac version too though it depends on how much platform-specific code the project uses.

I plan on it being free, but having an optional donate button somewhere. Also, if we can keep up with this and update it once it's done, we can have optional pay-only add-ons.
Just a thought. But I definitely don't want to require money for the game itself.
my emphasis was more on the open source part and less on pricing and the licenses though open source almost always means free.
