Might be worth getting people to tender for it adamjon858. Thats how we do it at the company I work for - and then we get to pick the best (without spending any money).

I can understand spec work at this level (with unproven designers), I'm just bringing it up more or less to educate aspiring designers in this thread; spec work really shouldn't be considered the 'norm' once you're working professionally in the industry.
And yeah, the client should absolutely have every confidence in the designer and should see their previous work:

At this stage, spec work is understandable. But, it's something you should aim to avoid when you work full time in the field and have a respectable portfolio. Hell, I participated in spec work for the Garry's Mod design.

I'm not saying anything. If everyone's willing to put their time towards designs even if they're not going to be reimbursed for their time or effort, by all means they can. Everyone knows what they're getting themselves into, and if a contest is held, you're going to know that there's a high chance you won't get the gig (odds are against the individual's favour).
I'm just pointing out that it's usually frowned upon in the industry, so that aspiring designers don't consider it second nature to participate in spec work if they ever decide to pursue design as a career.

Nah, but seriously, there's a lot of talented people in this thread and frankly I can't think of a fair way to choose the best. I remember a few years ago I didn't have much of a portfolio and the portfolio I did have wasn't reflective of my actual skill, I just hadn't had the opportunity to do any cool sites.

That wouldn't solve the problem and you'd find yourself with a shitload of different and hard to compare stuff.
It's Facepunch, if you offer a nice price just run a contest. As BrettJay said, it is frowned upon in the design community, but here it should be no problem (lots of willing people with small/no portfolio, it's a good way to add content to it, even if the design isn't picked it can still be used).
If you want this done by May, I think you'll need at least two people.
I've already showed you some of my work so hopefully that will be alright.
