if you need to give someone a hex value in context they probably already know it's going to be a hex value so you'd just read it off. otherwise you'd tell them in some other manner. only a total tool would say "0x<value>."

I find it annoying when people say "talking in binary/hex". If I said, "I know how to talk in numbers", I'd sound like a moron. But using the magical base 2 or 16, it suddenly becomes something amazing.
If there was a thread in FT called "ITT: We all talk in a basic substitution cipher" it would sound stupid (stupider than normal threads in there). Call it "ITT: We all talk in binary" and people are rushing of to find an ascii converter.
I read each digit normally and add "in hex" afterwards if it's ambiguous, i.e. a number with no A-F digits.

Even if you're the most competant programmer in the world (which I've seen no evidence of) you are obviously lacking in basic social interaction skills if you think it's ok to act like this.

No, most often you represent colours (the green channel lets say) using a value between 0 and 255, OR with a value between 0x0 and 0xFF. Its not clear at all in conversation when you are describing the colour component of a pixel, that you mean 99 in hex, or 99 in decimal
See, this happened to me when i was explaining how my planetary generation worked to one of my friends. When you are talking about the colours for the colour banding, it becomes necessary to point out if its in hex or decimal

He literally used to say things to be people in hex, as in each letter was it's hexadecimal equivalent, he also used to do it on facebook as well.
