I would recommend [url]http://co.cc/[/url], [url]http://www.000webhost.com/[/url] and your basic html knowledge over using a website service. If you need some sort of application (forum, shop) there are plenty of them, all free.

Battlefield 3's Battlelog does it wrong. To add a friend they use a GET request...
I put the the URL in an image in the BF3 thread and had about 100 friend invites in a minute.
