That is the single most depressing emoticon I've ever seen.
So I'm in small-town Vancouver Island for the next two days, I walked into a second hand store and they have an Astron RS-35A power supply on the shelf with a dead capacitor. They're not selling it because as I said its dead.
Is repairing that feasible at all or is it a massive safety risk?

Given the 50A it provides, it could either be a small bypass capacitor or some large reservoir capacitor. Definitely a gamble, if they can sell it for you under $80 I'd say its worth repairing.
As long as you have a nice high wattage dummy resistor, you'll be fine.
