I have a problem extracting it, when I open up the file, all it says is 'materials' does this mean I put it into my materials folder? help me because I really need this model, RPD or not.

No offense, but the original skin, the default if you will, is superior to all of these reskins I'm seeing. Super crisp textures is not the same as quality or beauty. Also beware of composition. Some of the colors your using don't look good together.
This is amazing because i have always preffered posing citizens to cs:s models, now i have decent citizens! Thank you.
