well, did that just flash by, did it disapeard when you moved or did you alt-tabed just before, couse that look like a graphics bug
No like I walked in a certain direction and looked in a certain angel it dose that but if I look a bit to side it gos back to normal. I think is some thing to do with Gmod, or my settings for my video card. I know its not my card though because my card can run any game on the highest stetting. Help? Please? well, "Too many vertex format changes in frame, whole world not rendered" i also get on every map. I useally gets it when im nocliping. And i got no experience of HDR so i cant help you with the first one. I still think its a graphics bug. I might be your addons and such also. I know in ZombieRP you get white flashes everytime it lags. Some addons can couse this.
Its not my setting or my Gmod I just start a clean copy so its not that. i don't think its HDR but it mite be a bug in Garry's Mod.
like i said, i dont know anything about HDR, but i dont think it has with that to do. Like i said, i will stick to the graphics bug until i get anything that disproves it
What do you think the error means? Look at it carefully... Think about what happens when the world (Brushes) don't get rendered.
yes, a small rendering bug appears. If i wasnt skybox behind the building , that rendering bug would have coused a open void

the error said "whole world not rendered" and that looked like the whole world wasnt rendered.
You have lost me, what is rendering?
rendering is what the game draws up on the map. So if you get error in the rendering, you can see through some things, but it still exist.(i.e becomes invisible walls)
Is there away I can fix this? I don't under stand what would cause this.

Get some fade distances on models and some brushes. Make sure you use area portals. Try to remove any redundant brushes (like where you have 2 but only need one).
