It's supposed to go in the same folder as the MC Model Pack addon, which would be located in garrysmod/addons/MCModelPack according to the readme. The readme also states that the models and materials folders can be placed directly in the garrysmod directory itself to install it as a separate thing. I did the latter of the two methods, which worked fine for me.

Those can be the only two ways it can work, if hes done those two things, and it still doesn't work, then he's doing something wrong, or he doesn't own a legit copy of Gmod. I can't think of anything else that's causing him problems, as Katra has pretty much told the only two solutions that could work for his problem.
Personally, I think he might not be using a legit version. Although, he says he got the MC Model Pack Addon to work, so it may not be the case.

Then link your steam account and edit your profile to say something like "hello facepunch"

just go to your steam profile, and right click "Copy page URL" then go to edit my profile here on facepunch and paste the link onto the steam account slot.
