I agree. A small, strapless bikini top would be fantastic for this model.

bull04 posted the download link above for the model that has the textures applied.
I don't want to say anything about whether it's a rigging/modeling problem, since it's out of my leauge, but judging your earlier screens, I believe it's rigging.
