It was probably there for variety, or, from what I remember, the weapons were going to be catagorized according to the characters using them. In this case, the Citizens would be using the AK-47. Most likely the latter.

Well it was obviously a starting weapon, and with the weapon system, it could easily be replaced by another weapon. Besides, it's not like the spread can't be fixed.
