They're still rather shit in ME3 for some outfits.
I went through to ME1 and ME2 and they're the same as what i have now.
The suit outfit is consistently bad throughout all 3 games, the outfit the turian shopkeeper wears in ME2 isn't the highest res but it's pretty good and consistent quality all over, and the outfit like the guy guarding the quarantine zone in ME2 is reasonably good in ME1 and 2 and gets an upgrade in ME3.

Bad news everyone, the Reaper Destroyer has little over 110k polygons and that's way too big for Source to handle. I tried, but:

I can't port models. I've only been able to port the normandy because it's literally just a reskin of the ME2 normandy which haxxer ported a while ago.
And the model i was talking about is literally just the section where the door is, there's not a complete model.

Yes, then the destroyer's legs came out fucked up. Lots of polygons had disappeared and some polygons had been dragged to random locations. Regardless of bodygroups or not, it doesn't like 110k polys.

The council are (as far as i've seen) don't have their own unique models, they're just people in casual outfits.
I might make a turian councillor version of the turian casual suit, not sure about the other two though. Especially since nobody's ported salarians.
If you can afford the software, umodel does extract facefx data. Otherwise, you can just do what I did with my shepard, import the generic head model, put together the right face/hair/tattoo textures then use soft selection to get the heads as close as you can. Actually isn't that hard if you go off a picture, it's sort of fun. The council should be fairly easy by comparison.
edit: I take that back, .fxa files are for the facefx editor in UDK. Having some trouble finding my way around, but you can just import the default mass effect heads into the UDK browser as a facefx asset and then import the .fxa files on to them. Then you apply character morphs and hopefully you can export the result to max. I just watched a video of someone doing just such a thing, crashing for me though.
