As a modification of what you are saying, all but one of the Spartans of Nobel Team are Spartan IIIs. Jorge is actually a Spartan II, same class as John 117. Since he is older, he is religated to a kind of "Advisor" post of the team. But, since most of the spartans are SIIIs, the different tech options are also quite apparent. Jetpacks, cloaking, etc. In the Fall of Reach (Book), they actually mentioned the Battle Rifle. So, either that is the DMR, which makes sense since the Assault Rifle is a cut down version of the Halo 1 type.
