I think it's possible. For example some combine shields are moving/sparkeling or whatever but that's mabye just the texture coordinates moving around and not an animation.
I assume there could be some sort of tag attatched to the vtf file and multiple layers on the vtf file.
I think animated textures will be enabled HL3 because we still don't have any good use for having animated textures and they would take alot of space on the harddrive.

ok as i said before, it would be great if i could animate the numbers but that would propably just be enabled in HL3 because of we really just don't have any need for animated texuters yet.

From the colour I would say the kevlar doesn't slow him down because it's clearly Glass Armour from Oblivion, which is light armour!
