That converts VTF into TGA (targa), once converted open with GIMP and edit.
Use VTFLib to re-convert.

VTFLIb is an individual program, it doesn't works with GIMP.
You need VTF2TGA and VTFLib to convert from Valve's texture file to targa and from targa to valve texture file.
Could you please tell me how to in stall.
Just do it, download it, usually comes with an installer.
But I downlaod and it's a zip that contains
readme.txt
tier0.dll
vstdlib.dll
vtf2tga.bat < when seleced brings up consel thing
vtf2tga.exe
Extract to desktop and open the "EXE" ( EXE from "Execution" ).
Say's this when I open it "This application has failed to start because vstdlib.dll was not found.
