I know the plan is to put these into GMod but I would like to get the models before the poly reduction is done to lower them to the 30k limit. Always nice to have a good poly count model.
If someone managed to rip the pre-order models, then we will see a chance of Gray Fox and his sword getting rigged and ported into Gmod.
In fact, I got the pre-order DLC if anyone wants to take a crack at it.

get a USB memory stick, your 360 has to format it into a compatible medium
(which means all data on memory stick will get deleted)
then from the system storage manager on the 360... copy the DLC from your 360's HD to the formated USB memory stick
stick your USB memory stick into your PC, and copy the DLC using Horizon or PartyBuffalo
most likely the DLC will be under the 00000000000000000000000000 folder, under your the games name

Thanks for the help, hopefully I'll be able to make some progress.
Edit- I'm not having any luck since the dlcs got extracted as .file, which is more of a hindrance for some contributors.
Is there a step that I'm missing?

i been replaying ricing and i notice on the "forced codec escenes" (the ones during gameplay" if you keep rotating the horizontal camera u'll see some geometry... I assume at least on those cases there is some geometry, but like MGS2 codecs we only get upper torsos, i don't thing besides wolf that they put lots of animated sequences in there, they will take some space, and the models is kind of proven that they're as detailed as those found on PS2 era games... is just and observation... just rotate the camera and you'll notice a sightly rotation then the floating characters windows... for example you can see the doktor´s ear or less Courtney cleavage.
also i don't know if there's installation on the x360 version... but on the ps3 i can see the packaged files... i might get a look into them...
heck maybe there's a half sunny 3d model hidden in there,

well models are sightly higer poly but seen the the 1st post of raiden without textures.. you can put solidus snake or some other mgs2/3 era cinematic character (not gameplay) and they're kind of the same... is just that the texture work got better with the years... for example the MGS1 models i ripped, if some one made "HD textures" for them they'll look current gen, or for example look at mpw mgs3 snake model... they are kind of the same, is just that MPW got better textures and the model looks more awesome. but im a noob so i might be wrong... and besides if you take models made with the same poly count as the characters from the last console generation and put them on this kind of game... with better textures of course they'll make the game run at those sweet 60fps
Except the characters are ridiculously detailed so i dont see how a couple low-poly codec models would help the framerate.
i didn't said they were poorly detailed on the contrary i said that the game uses characters like the ones only used on cutscenes on the previous gen as gameplay assets... characters are not as high as MGS4 quality... current hardwere can put that kind of characters running without problem in gameplay... but maybe im wrong and the whole codec characters are full, and in previous games and on rising they are the "full detail" ones since they're not interactive... for example look how detailed is the colonel on MGS2, or during the codec scenes snake is the highpoly upper half(sema as the cinematic one), while on gameplay is a low poly character like every one else.
for example this high detail cecile model can be a gameplay asset, unlike psp/ps2 games that can only display character models like that during non interactive segments (NO AI and all that stuff) you might zoom in or like document of mgs2 rotate the camera and stuff but the characters all have prebaked animations.
so cecile can be a rising codec contact and she will use less system resources than a "recorded" animation and takes less space on the disc too, just the 3d model, some animation and oviously the audio.
