I think he's a Veteran NCR Ranger, actually. The standard generic rangers don't have gasmasks or trenchcoats. All the guys in the mansion at Camp Golf are regular NCR Rangers and none of them have the armor like on the cover.
I want his bloody trenchcoat in NV, but I can't find it anywhere.
I've seen some interesting stuff in New Vegas can't wait for someone to make some models
Seconded, as I haven't found some F3 stuff yet and the New Vegas stuff is ten times better and true to the original.

How did you get that? I managed to get models. But for some reason I get system error when I try to extract textures.
