What they're doing is letting you look different so that you don't see a bunch of the same duke running around. You do CHALLENGES for clothes.
And you see yourself when in a vehicle.
Besides, what's wrong with looking different? Same red shirt duke would be too bland.

I saw a Duke Customization screenshot from before the game was released, white shirt duke with a black Nuclear emblem on its front, and a Jester hat.
The clothes said "Earned by completing X challenge #3" or something like that in the selection
