Edit: Or is it more of an assumption based on the fact that all of the other forms are the same color as the type sprite, even the same general shade of green as "???" and even if he doesn't get a fairy plate a sprite will likely exist anyway and even if it didn't it'd probably be pink in the color variable areas?

It's not revealed, or even confirmed. I don't even think it's rumored much because it seems so obvious. But, Fairy is stil la type and Arceus has plates for (almost) all types, since it's naturally Normal-type.
I don't think Fairy-type Arceus should exist, unless its plate is manufactured, as IMO Fairy type seems to be based on real-life evolution, like how weaker Pokémon like Mawile may get a new type to gain an edge in battle.
This would explain why Fairy types didn't exist before (If it did, Arceus may of made one of the creation trio Fairy type) and it may not be considered an actual type to most regions, which is why PWT doesn't have any Fairy-type GLs.

In any case, you make it sound like retconning isn't allowed, despite it having happened a few times already (Magnemite is Electric/Steel in Fire Red?! [b]MADNESS[/b]). It would be odd if Arceus were to have its main gimmick -- equipping plates to change its own type and signature attack type -- somewhat flawed by leaving out an option. So I'm sure a Fairy-type plate will show up somewhere...as I think everyone knows now, the Pokémon Company love to pull out new forms from thin air for strange reasons.
Of course, it would be interesting if they introduced a *Normal* plate and Arceus was Fairy-type to begin with. At least Mewtwo's alternate form wouldn't be the only questionable move.

The difference between Magnemites type change and Fairy Plate Arceus, is that Oak was still researching information on Pokémon. Why would he know everything about them if he got some kids to find out info for him?
By the time 6th gen comes along, there will already've been 5 regions all without Fairy type, as well as Spin-off games and let's not forget about type master in PWT! Since Fairy type seems to me to be a mutation type, hence why none of the GLs or leagues, dexs in the first 5 gens count it.

Then there would be no such thing, unless we have the technology to shrink down and capture creatures literally powerful enough to destroy an entire city, time and space, or the entire universe by using another that has all of it's DNA rewritten within seconds in fights.
Wow, I'm actually surprised i didn't flip out for this, what with me being dumped, having my own server hijacked from me, money stolen, and my dog almost having his eye burst all in one week.
Here's a thought, don't try to make conjecture apply to canon in general. It likely never will be canon. This is a video game for little kids, it doesn't [b]need[/b] any logic behind these things. I don't think that will be necessary, at least not right at this moment. Leppicorn is still undergoing refinement, and its potential for additional features has yet to be fully explored.
Though if you were to get technical, it's written that most Leppicorn usually don't talk, save for the occasional mischievous chuckle. If it isn't evident in their eyes, they like to keep certain things secret.
