Do you mean how to pixellate a gradient? Different layers of diffuse. Basically you have more pixels of colors A and B closer to the solid color areas and a 50/50 blend between them in the middle of the gradient area.
Or do you want troubleshooting advice on Paint.net? Can't help you with that, sry.

Here's my primitive Photoshop-based solution, works mostly for low-res patterns or if you don't mind losing some detail.
Try sizing your image down so 1 pixel of the pattern corresponds to n pixels of the image, where n is a whole number. 1 if you want the pixelated mixing effect to be at the same pixel scale as the larger colour blotches.
Then use pixelate, then set the image to indexed colours, setting the number of colours to whatever you want. Use whichever mode of dithering looks right. That should give you pixels in discrete colour blotches.
Then you can scale up the image to anything you want (preferably integer multiples of the small image) and set the image back to RGB.
That's how I would do it, no guarantees though.
I finally reconstructed the Finnish m/05 with hexagons. k/2004 would be next. It has a lot of commonality with the later m/05, just a bit more black and one half of the pattern has been shifted by a half-measure in the vertical.

And I did Arma 3's CSAT colorschemes in m/05, as the CSAT Hexcam is directly based on the m/05, except the base pattern is flipped 90 degrees. I was lazy and didn't rotate the hexagons, just the pattern itself.

I'm pretty sure it's not, but it is reminiscent of many IRL patterns at this range, though. Mongolian desert, a desert Lizard and such come to mind.

Looking at Camopedia, Morocco (where this level is set in) do use a desert Lizard pattern similar to this. Both patterns are 3-colour and have a tan background, but have different dark browns.
The officers' uniform ingame actually has a different camo pattern, some sort of 3-colour desert ERDL/Woodland.

I've been making progress with the M07.

Got a working tile with some gaps in it. You can freely fill those, I'm trying to find more samples to fill them myself.
The tile apparently has a diagonal repeat, rare in a pattern this wide. I've included the alternate color schemes in a color box in one of the gaps. The box is bordered with magenta.
I'm guessing the pattern is 60cm on the y-axis.

Tried looking for a horizontal repeat with the tile I'd gotten done. That didn't work. Shifted the second tile by a half-measure on the y-axis. That looked like it fit. I have no absolutely concrete proof of this as yet, but it looks like it lines up that way.
Put something in the gaps with the Type 07.
