Alrighty, I got the particle editor to run in-game, but how do I open it up in SDK? I entered -tools in the options and ran SDK, but the Particle Editor was nowhere to be seen, and F10 did nothing? Is there a command to open it in Hammer that I'm not seeing? I totally want to make a flamethrower particle system. Badly. In my pants. :(

Use vista smoke for the material. Add a controlpoint_light. Needs a rotation_random and a slow rotation_spin.
Other than that, it looks good.

As long as the server isn't using "sv_pure 1" you should be fine, it's just like changing the texture files.

Would it matter if it used the player as the control point?
Oh that would be awesome, a cloud effect a few meters above the player with snow falling in a small area around them. Highly comic, just not very realistic.
