To be used. Just because they exist and have been used in the game doesn't mean they can't be used in a different context in a player made level.

As far as I understand, you're contradicting yourself in the same sentence there... Using textures for something other than their original intended use is part of the fun when texturing an area... being creative and thinking of interesting ways to apply, tweak, rotate, and scale the textures to make it just right is what makes a level unique. reusing them on the same damn thing that Valve used them for, well that's just plain boring.
