Sound card isn't a requirement, but it can improve sound quality a bit. You can get one of the CreAtive Audigy's for 40$ or something, and I've been told even though it was a budget card, it was worth it.
As for RAM... These days, older RAM is getting pretty low-priced. Look out for good performance ones with a decent price-tag.

As for a sound card, not only will it vastly improve the sound you hear, but it takes all of the load of processing sounds off of the main processor and RAM. Thus, you get better sounds and a little boost in performance.
And older RAM is getting cheaper, but if he has to use older RAM, then he needs to get a new mobo anyway.
Build your own. Well, I haven't had the monies to actually build my own YET, but I plan to build my own soon. I have heavily modded mine, though, so I guess you could say that I have made a custom.
Oh yeah. I forgot the Sound Card does that. Getting a decent sound card should help boost performance.
But really, it's best to do a complete overhaul if your system is really that bad.

Get more RAM. That will get you any kind of performance boost.
Get a better video card. That will give you a graphics boost.
Get better internet, that will give you faster internet.
Get a better processor, that will give you even more of a performance boost.
Get a sound card, that will get you MUCH better sound and a bit better performance.
So go out and spend some actual money to make a good computer. Or go buy an Alienware Area 51 for about $1000, if you are too scared to build your own.
