Im not sayng that it needs to be too specific. But i think "best DM map" is still a bit too unspecified.
We had a "Best Surreal map" competition a while a go, right?

Let the winner decide?
I have an idea for the competition that I just thought to get out of my head. Here's how it would work there will be two stages. First stage will be that everyone that joins in will make their own make their map their own way with only brushes, lights, and dev textures. After the deadline is met there will be a judging on which map is the best looking. Only half or maybe more will continue on. The next stage will be that the final contestants will be given someone else's map and will need to finish it. Finally there will be a judging on which map looks the greatest.
Doesn't matter to me, a Russian theme sounds pretty cool. Allows for alot of creativity and custom content

Some sort of collaborative contest where people get paired up with others that they aren't familiar with maybe

What about a color scheme? We agree on one, then include it in our maps. It would be good practice for color scheming.
Since most people would do some sort of STALKER themed map, maybe we could do a Wastelands theme.
I think that was done before though wasn't it.
