Instead of placing buildings on a big grassblock, I think that it's easier to begin with a road or something, then filling it up and add stuff as you proceed. Gives more control over what the player will be able to see, and makes it easier to avoid areas ending up being to small or weird and ugly looking areas players shouldn't be able to see. Like, If you fill out that grass in your pics with buildings, You're probably going to end up with some really small / big buildings to make sure that it gets used.
Only a tip. The biggest error in my rp map was trying to fit into a big area. Didn't work well.

Not enough texture rules but that is one of them, never use wall textures on floors/ceilings and vice-versa

Well, there aren't any real RULES that force you to follow them. As by my example, it fits the construct theme. Plus Valve does it. The end.

I understand completely. My problem here was that I had a very specific idea for what was going to go there layout wise, so I decided to frame it and then fill it out.

I've got a lot of loose ends I need to tie up, a lot of buildings I need to make, a lot of stuff I want to add to the shops, a lot more I want to add to the underground and a lot of areas that need touch ups, not to mention the backsides of a lot of the main buildings that I need to make less boring BUT what I'm thinking I'm going to do next is add walls around the city and do a skybox.

The plan is to have it completely surrounded by buildings when it's done, so you won't see all that graffiti on that wall when it's done, but I might back off of it just a bit.

Are there any good third party graffiti packs? I think HL2's graffiti is great for here and there but it looks kind of ugly when you try to make a wall entirely covered in graffiti like this:

Did anyone make any allegations that time in hammer=mapping prowess? No.
Also, a warehouse for your viewing pleasure. Just the warehouse part is done at this point, I'm probably going to add some large bay doors, a smaller building to the side and some stuff inside.

uhm, sheet metal with just 4 supports on all corners seems unrealistic.
I doubt those supports will be able to carry the weight of the roof. and what keeps the sheetmetal wall together?, also, sheetmetal is never seamless, an effect of depth or seperate plates could help.
You're right, it does seem unrealistic. That's why I added horizontal supports on the facade.
Also, if sheet metal doesn't come in seamless sections in real life, then it sure does in Gmod.

Also it's not like the roof is made out of solid metal, probably just more sheet metal which isn't that heavy.
You could have some walkways along the upper ceilings and walls.
