Make a park?
add non-functional buildings and if nothing else works
i just can't come up with the architecture for it, it's completely empty
i make everyhing out of square blocks, can't do better

I learned some new stuff about lighting and attempted some testing.
The first picture pretty much explain you where you have to go.
The blue lighting is quickly broken with the yellow lighting at the floor over head and with the flood light which can be seen on the second picture.
The second picture shows a darker area to make the player understand that's the way he came in and it's no use coming back anymore.
The idea here is to contrast the blue and yellow lighting in a small hallway in order to give a more natural feel while playing.
The env_sprites could be reduced on HDR rendering, but it isn't the most important.
5 light entities were used for the ambience which are set to a color & brightness of 155 255 225 5 for the blue lighting ambience and 255 239 130 10 for the yellow ambience. The general lighting are casted by the light_spots with a color of 155 255 225 1000 and with HDR 157 253 232 600 for the blue lighting and 255 239 130 350 for the yellow lighting with the same parameters for the HDR rendering.

Those I-beam pillars look more like x-beams. Might want to change 2 of the sides to a flat metal texture.
Also tone down the sprite alpha for those sprites (especially the yellow ones in the second pic).

I think that's a good spot to put a police station.

Hospital, if your town doesn't already have one. Best part is it can have many empty rooms and you wont have to worry about whether or not the layout makes sense, because hospitals don't....

To be that guy, from a realistic standpoint, the cells should be underground or something. Your layout is terrible, it would be more than easy for a huge ass truck to slam into the cell block and release people.

To also be that guy, i cant think of a single police station, or prison, or jail that would be in city limits sitting next to buildings with windows four inches away from the cell area in plain sight on the sidewalk. If they are in city limits the cells are located in the middle and they are usually small and only use to hold people until whatever else happens.
Also what is your aim for this map? is this going to be some kind of map that would be hosted on a server?

From a realistic POV, this building is better suited to be a police garage, rather than a police station with cells and an armory. Hell, the diagram is even missing a protective wall all around the structure.

That actually sounds like it could be useful, more of a cop APC shop and unofficial hangout than an actual station. Definitely more player-friendly, no one ever RPs as a police station secretary/desk jockey

Make it a police garage and have a tunnel connecting it and the station

Make sure that a court house is nearby as well, most police stations have a underground tunnel that leads into them to avoid spotlight for inmates and possible assassinations when bringing them to their hearing.

I tried func_detailing some stuff, the compile time is still annoyingly slow for an orange map of this size

Optimize your lightmap scales. Plus, from what I can tell, the entire level is visible at any time so it's pointless to let vvis calculate anything, just fill the area with a func_viscluster.
