It's fullbright.
The issue isn't the light_env settings, it's the propper'd models not being lit right. And due to there being so many of them the map looks like a disaster.
Shouldn't compiling with -staticproplighting fix that?

Try using [url=https://developer.valvesoftware.com/wiki/Info_lighting]info_lighting[/url]. It's used to change the lighting origin of a prop, the normal cause of the jet black prop lighting that I've come across is that the origin of the prop is in something it shouldn't be such as a func_detail.

Clouds are moving, and the lamp in the room's casting that shadow.
It just looks terrible when you turn brightness up.

Do you know how to make a screenshot with 3d model viewer ? How can you say "I guess my new model doesn't look that bad? " if is on a long range distance ?

because you're not supposed to see the model next to you, it's always very far away so you can only see the silhouette.

It also looks terrible if it's pitch black. If players have to turn their brightness up because they can't see anything, that's a problem. They shouldn't have to do it in the first place. If I were you and I wanted to pull off a very dark setting, I would make individual lights brighter and increase their fall off distances. Patches of light surrounded by dark can look pretty good.

Was not planning to upload a screenshot, but I did change some stuff around and yeah, why did I not go with the spotlight lighting entity before. Thanks for the advice.

It sounds like you can't take criticism.
Whether you like it or not, the lighting looks bad. You can say, "lol flashlight" and try to avoid doing work but your lighting sucks.
There's ways you can accomplish what you're doing in a way that's more subtle and realistic.

That looks very nice. It actually looks like it is late night or early morning. Most maps in this time setting tend to exaggerate too much, but not this one. You should really try making playable maps.
