If all you are making in your map is that building, then who cares, but if you are detailing your map, and it is larger than 1 structure, you are better off saving brushes.

func_details most certainly do count towards your brush count. I learned that the hard way. Turn a fence func_detail I had all over the map into a model, and went from 80% of my brush limit down to 30%.

Also, turning polygons that are from brushes (cheap as shit to render) into polygons that are models (marginally more expensive to render) isn't always positive. Also, I'll keep my high-fidelity lightmaps by sticking with func_detail, since func_detail structures can cast self-shadows, while prop_static can't.
Func_detail counts towards the brush face limit, because they are brushes. Having 2000 square brushes, then func_detailing them, will take up 12000 of the brush face count, func_detailed or not.
