Burj Khalifa is 828m high which is about 32598 inches.
Hammer grid extends to 32768 units.
Working on the assumption that 1 unit = 1 inch, you have just enough room to do it. Whether or not the thing will compile properly is another matter.

I can't believe people are actually complaining about a lack in originality. How many fucking RP maps of boring generic cities are there floating around? Everyone and their dog seems to attempt one at a point in their life. Also it's quite a nice looking building.
To the actual map, you need to include the tower base and work on the detailing. Don't make the whole thing a model (unless it's a skybox model) because the lighting will end up looking like shit. Is it to an actual scale of the building or just a rough representation? Try to get it to an actual scale. And start looking or make some decent textures for it. It has been done a few times before but try to go a bit further than all the other attempts.
If you optimize your map correctly Portalflow would only be around 5 minutes long for a normal sized map.
I'm going to work on the base soon, I don't think I'll be able to get it to actual scale but as accurate as reasonably possible.

Wiki says 1.33 units = 1 inch for map geometry.
And I already told you how to do it completely to scale.

I admit I tried making this in Hammer along with a couple of other well known structures, but yours definitely looks better than mine. I hope you optimized the hell out of it because you know how Source gets.
What you could do is make a 16th scale model and put it in the skybox.
The building is positively ugly. Just cylinders. There isn't any form of interesting, complex architecture going on on the outside of it. I suggest doing the Burj al Arab.
Somebody is already making the Burj al Arab.

Really, this is not too bad. A picture of this building was once my background because I found the building to be so significant, although it does look funny being a HUGE skyscraper in a desert surrounded by little tiny buildings.

When I made mine I calculated it to be just small enough (by about 10 meters) to fit inside that hammer grid.
It's 32604 inches tall. So it fits, but pretty snugly.
Actually if the [url=http://developer.valvesoftware.com/wiki/Dimensions#Source_Engine_Scale_Calculations]16 unit to feet ratio for world geometry[/url] is to be believed, it doesn't fit at all. You only have 624.2 meters to play with.
You'd need 43,472 units.
