It's the map orgin, all maps have one.
You spawn at it if the server you joined has really shitty specs or a bad connection to you.
Most Sub-Par RP servers usually with shitty scripting included have that issue, not my problem.

In New York City, even in the nice areas leaving your door unlocked can result in several expensive objects taking a field trip.

I love it, my only complaint is that I wish there was a little bit more, like maybe bridges on the roofs that you can knock down to connect. Also, I wish there was a few business like Cinimas and banks.

It is made using hammer a free program inside source SDK witch you can download from steam in the tools section. :)

This is not HL2, if you want some bridges then you can make them out of props.
A Cinima seems pointless to me because you'll just be stairing at a blank screen and it will become another criminal hideout, a bank also seems pointless because without a persistant economy and business system it'll just be another gunshop or way to store illigal items.

If I made it brighter then certain parts of the map would be really bright for some reason, it was brighter in the beta and did not look that great in certain parts.
If I made the lightmap scale lower, then vrad would take forever to run and the BSP size would be huge.

This is an awesome map. It's as simple as that. I don't think there's anything you could do to improve it, it's just perfect.
Your roofs are solid blocks. This works in some places, but the Pawn Shop needs some serious alteration.

The PawnShop style roof is exactly the same as 1 floor building roofs I see when taking the 7 Train besides different textures, not everything is all curvy and fancy with odd useless spigots sticking out the top

The uptown area sucked and nobody ever used it, so I removed it
In the future I might re-add a train and make it useful by adding other areas that are actually fun.
The problem with uptown is that it forced you to go there if you wanted certain things like the courthouse or the mayors office.
In the future it will just be residential areas like an outskirts or a docks/industrial park area.

As you can see, I'm not a nice guy.
I feel if somebody is going to ask me a question they should use semi-proper spelling and grammar or it's not worth my time.
If somebody is going to suggest something they should tell me what to do, not just say it sucks and to fix it.
If somebody uses proper grammar and spelling and has a legit question, I'm gonna help them and if not then I'm gonna ignore them.
I can't see the reason why I should have to say "please" and "thank you" to everybody, this is not elementary school.
The internet is not a nice place nor is it serious business, just chill and accept that fact then don't get worked up if somebody says something, it's only words.
Getting worked up over little things like this lowers your life expectancy along with giving you ED and gray hairs earlier then normal.

Yeah, not every building has spigots, but not every building has a large solid concrete block on top of it. Size down the roof to 1 or something.

i get a similar problem, missing textures, big red errors,and missing sky that sort of copies the picture of the screen (sort of like when u drag around a window and it has a sort of trail)
