This is a generic answer but: thats usually a .net framework error. make sure your windows is up to date.
Other than that i don't know other than your hammer has corrupted itself or something.
Has hammer ever worked on that pc?

Im here with sour news, I had the same problem on a old computer the only way to solve this is by buying a new videocard.

I worked with 4 on an old map and it was very unstable. After I switched to 3 I didn't have any problems.
