I got a material proxy from some guy over on the modelling forums for a leaf sway thing. The css shape sway thing is supported in gmod but its a little bit expensive.
Doesn't animated textures work? Not as good as the real thing but could still be an alternative (If they do work).

An animated texture of a tree branch would need to be expensive to look good. Better to use a proxy
