I've been trying to get inside .vpk files to have some nice l4d and l4d2 things to play with, but nothing I try lets me reach them. I've heard they update them all the time to keep people out, but I'm not sure if that's true. Can anyone link me to an extractor that works at the current time?

Try editing lights.rad to tone down the brightness, for large areas, a value of 20 is usually good

uhhh you do realize those don't cast light I don't think. They are probably func_illusionary hooked up to an areaportal brush.

I remember using a tool for gmod which allowed you to place props in-game and it'd save all the changes in the VMF.
Does anyone know of that tool? Does it even work anymore?

I've gotten this error before with rounded interior curves (like you have here). I'm not sure what causes it, but I had some success at fixing it by slightly translating the textures in Hammer.
Rebuilding the brush also may help, but that could be a giant pain at the stage you're at.
Might sound like a stupid question but should I func_detail everything that doesn't connect to the void? And does it matter how big the func_detail is or how many brushes I've tied to it?

Don't func_detail [I]everything[/I], only use it on things that are actually details, such as small features of a house. If it isn't big enough to interrupt lighting in any way, func_detail it.
