Do lot's of burpies. 1:Run up the stairs and run back down 2:once down do one set of five burpies 3:repeat for ten minutes or however long you can take it. Burpies use all of your body including your upper and lower abs. and if you don't know what a burpie is click this: http://www.youtube.com/watch?v=c_Dq_NCzj8M TRIVIA: Navy seals do this work out.
You only really see lower abs generally when you have quite low body fat.
Suck your belly button to your spine (if you get what i'm saying) and do leg raises. worked wonders for me. for that matter so any ab workout and suck your stomach in
Weighted ab exercises.
As said, diet to see abs. Best exercises imo are Deadlifts and Squats.
As everyone else has said lower BF % will make lower abs visible. If you actually want to work lower abs for a functional purpose try hanging leg raises or lying leg raises
leg raises, dragon flags You can do leg raises with a small dumbbell held between your feet if you get to the stage where you feel more resistance is necessary. Just make sure its the kind that allows you to hold between your feet, otherwise enjoy getting slammed by 5kg of iron.

In the end good abs are made in the kitchen.
