If a bomb thread is called in, then they are gonna have to get EOD personnel and specialists there ASAP. It does not matter if he's lying about the threat or not. I don't know how well prepared he was for this. Judging he went in there as a lone-wolf without backup for all we know, he probably didn't account for everything. Hunger, thirst, fatigue, and toilet use can easily be forgotten.
Do the police have any way of seeing what is going on in the building? If he starts shooting would they rush in?
