You have to admit he looks a lot like they guy, and the character is a powerful cartel leader. I dont think it is too much of a stretch to assume the writers might loosely base a crimelord in the show off of a real crimelord.

They didn't want to fuck with drugs because of the massive prison sentences that they carried. They rather take 1-3 years for extortion/laundering/racketeering then 10+ for drug possession. Plus those massive sentences bred rats who would sing for shortened sentences. Hell, Henry Hill is a prime example of why the mafia didn't wanna touch that market.

Oh boy people literally think legalization is a magic pony wand? Cartels are not going away. You can legalize every drug known to man, they are already so powerful that they can move into other business avenues if they haven't already.
