I'm at Rutgers University, and we had a slightly similar incident during our school year - Delafest. A bunch of kids hosted a block party on a Saturday, and they went a little too wild. They took someone's couch out from the block, wrote "YOLO" and other things on it, and lit it on fire. It agitated non-participators and created so much noise that the cops came in riot gear and busted the party up. There were a few houses damaged and trespassed, but the party only became a "riot" because kids thought it would be a good idea to trespass into others' house and steal their shit. Having a block party isn't really that big of a deal, until someone steps over the line and does something a little too heavy (i.e. steals someone's furniture and sets it on fire).
That usually happens after the surfing competitions there. Not at that scale, usually, but when you put that many people together, fights tend to break out. Especially among surfing fans, who are generally the exact type of people you'd expect to start a riot and loot everything in sight. Huntington Beach is also not that great of a beach, come to think of it. I haven't been there in years, even though I'm close.
When I was in college dorms, a big party was organized in the other building (organized in part by several of the RAs :v:) and it got out of control before long, with about 50 non-residents joining in the party. This included several people who'd been banned from the grounds for causing property damage. The hall fluourescent light covers got removed from the three floors' lights, thrown down the three-story stairwell in reverse fire-brigade fashion (destroying most of them), and most of the rest were broken when they were flung around the parking lot like poster-sized frisbees thrown by drunks. More than $500 in property damage got racked up, and the entire group of RAs was scheduled for a 6am meeting with the building manager Monday morning so she could basically yell at them. This was my first semester not being an RA since moving in, so I could drink in the schadenfreude at their hubris. :v:

Oh gosh, I have my own stories as well of dorm room chaos. I was walking down to my dorm bathroom on a late Friday night, and the moment I opened the door, everything reeked of alcohol. The ground felt very prickly under my socks, but I didn't really notice anything was wrong until I saw the radiator banged halfway down to the ground. All the shower curtains were gone, there was broken glass everywhere, and someone had nearly clogged a toilet with all of their alcohol-induced puke. And all the toilet paper was gone too. I went to get my RA, and I accidentally opened the door on him while I he was getting dressed in the dark.

He went up and down the hallway about five times until 30 kids who all had vuvuzelas chased him away, he fell down the staircase (on his bike) and broke a bay window. I only saw the kids with the horns, but heard the thumping, singing, and crash at the end.
