I think he's looking to poke fun at how Obama and the Democrats have warped capitalism as though it is something that has to be tended to and needs to be controlled. The fact is that saving these companies is harming the economy and country.

Like the name suggests, it documents stuff. And I think he did a fairly good job with his movies so far. Of course it is going to be biased, anyone who expects a man-made work to be unbiased is an idiot. And yes not everything can be unbiased but when unbiased to the point that Moore make his movies it no longer is a documentry but a movie of one sided commentary on said subject.
