I'm not sure if it still happens, but i asked steam support and they told me that they apply the discount after you buy the product with paypal, it's some dumb system that PayPal has. And now I just use my mastercard, makes life easier.
I'm very wary about using the Steam wallet. If your account gets hacked won't the hacker be able to purchase games with the money on the Steam wallet?
But they'd be able to play the games on your account as well if your account got taken.

I'm getting the Rockstar Collection...I had GTA IV on Xbox before but it broke so it would be nice to get all of their games for a mere $40.
Sale doesn't seem as good as last year, but it's not over yet. The download speeds are annoying though -downloading at 0KB/S isn't good. So far i've only bought Arkham Asylum and Dragon age Ultimate edition.
I am -trying- to get my dad to buy me BC2, I hope he does it this time and not too late like last time

Bad Company 2 worth the 13,60 euro price? And can i play it with only 1gb ram?

And when they did finally figure out what was happeneing it was too late. Just to make sure before buying bad company 2, will it run on these? 2.4ghz intel dual core Asus EAH4670 512mt 1gb RAM I know it probably wont run maxed out, i don't care about that.

Also ram may be a problem. Either way I'd recommend buying the game, if it doesn't run now, at least you own it incase you ever get a better pc in the future.
