Have you imagined what it must be like in Assads war room if it's true that they are repeatedly using chemical weapons, he's stated himself how he finds it would be stupid, it brings only destruction to himself and doesn't help along the effort to take any city or area and only ends up in civilian loss of life. They've already lost a large part of their airforce over shit like this, they wouldn't risk it.
In the case of whether Syria uses chemical weapons, "both sides" isn't Russia vs the West though, it's Russia vs the OPCW, whose credibility AFAIK remains unimpeached?
No sorry, the OPCW is unrelated to my point, it's just another thing thrown into the mix before the Ildib offensive. They will however be able to go in and blame someone now however and this, as much as I'd hope will never be the case as I've hailed OPCW to be very credible in the past, somewhat calls them into question, especially before this offensive, a vital strategic stronghold for rebels and jihadists alike.

I have to admit it is unusually courteous of the Syrussian government to specify in advance not only who they're going to gas attack, but also who they're going to frame for it.
