I, like others, have a disgustingly bad computer (it's around 7 yrs old and has a GMA 3100), yet I like TF2. What has entailed has been an epic search for the ability to play this game properly. It's taken me a few months to piece everything together but I can finally play TF2 without constant crashes/stuttering!
Before doing this, update your drivers.
FIRST AND FOREMOST
TF2 is a high-poly game. You need to cut down on the amount of things the game has to render at a time. Download and install this model pack for +20 FPS or so.
Now that we have a PLAYABLE framerate, we want to improve it.
Go to your game list, right click TF2, select properties, "Set launch options", and add in "-dxlevel 81". This will make your graphics less attractive at the addition of 10-20 FPS.
To top it off, download & install the trial version of Swiftshader. This will make your game shade MUCH more efficiently.
Drop the associated DLL in your Team Fortrtess 2 folder.
For extra performance, you'll want to install a performance config. I use this one.
Now, you'll notice that though you can play, you'll occasionally crash when certain things happen. This is because of particles.
Particles are very intensive on your hardware and removing them will make the crashing/stuttering you experience stop.

I play on Freefrag, they're SV_pure 0 and have a fantastic community.
Also, every single particle mod will work on SV_pure 1 and 2 servs.

I've done everything you've said and it still won't play on my mac!
I suggest using a sledgehammer on it, that net me +5 FPS.
If you're stuck with a mac, don't bother putting wine or crossover on it, just bootcamp Windows XP onto it. Every mac comes with it these days. And with Windows XP, I'm running top graphics (normal) with no lag. I rarely go under 50 fps. Though you may want a mouse, as everyone else I know usually freaks out when I tell them I use a trackpad.

You HAVE to remove -dxlevel after you have launched the game once, unless you want really long startup times, because it resets other graphic options.
And I would suggest another fps configuration as that one has multiple bad commands.
Screens, I want to see them, for the sake of it.
I don't get any kind of boost at all, not even a few frames.
I installed the SwiftShader and it feels like everything is loading faster now. I don't know if it is, and if it is if it's SwiftShader working or what, but it honestly feels like my loading times are waaaaaaaaay down.

By the way, I don't have a shit computer - by most standards, it's quite decent. However, the FPS boost is invaluable for good gameplay, and since I was raised on Unreal Tournament and Quake, I'm familiar with the low-quality graphics. Thanks, OP!

No, it doesn't, as far as I know. Because it's handled OS-wise (for chipsets lacking HW T&L, this is merely switching to another optimized renderer)
